The public security authorities in Jammu and Kashmir with a view to its anti-terror campaign is advised to stay away from the sites of encounter. The administration's statement came after the army chief's advice, anti-terror campaigns in which he warned of stern action against those who hamper.
Srinagar, Budgam and Shopian district administration said in his instructions to avoid the loss of human life should not be close to those places where the encounter between security forces and militants are getting.
The administration have denied access within three kilometers of the sites where anti-terror campaign is launched.However it has been reported that this injuction shall not apply to Ambulance, Medical Personnel and to Government Employees.
Army Chief General Bipin Rawat Said that those who threw stones at the army during the gunfight with the terrorists will be treated as traitor and stern action will be taken against them.General Rawat's remarks came a day after on Tuesday where two separate encounter in valley killed a Major and four other army personnel. He had said the hostile conduct of the local people in the kashmir Valley, had taken more casualties of security forces during anti-terrorists operation.
Army chief's statement has been criticized by some political parties, the Defence Minister Manohar Parrikar has backed him. Parrikar said that the army are not considers every Kashmiri as terrorists, but if someone does something against the army, then the officer has a free hand.
Parrikar said during the millitary campaign if the local tried to interrupt, then the commanding officer has the right to take the decision. He said that the army does not supportive of every Kashmiri as millitants, but with the terrorists, he is a terrorists.
While his warning would not show much effect on people as local people threw stones at police, in Pulwama and Shopian district on Thursday, the incident has revealed.
